If Chinese spy satellites were hovering over our heads, I could not imagine we would say this is “peaceful; use of space. Yah, we are good guys, so whatever we (our west allies) do, it is never a threat to others; but when the bad guys (those Chinese!) do the same, it certainly is a threat to "peaceful" use of the space.
