USCIS has really perfected the art of employing incompetent staff to screw clients' cases

send your app package back with a letter explaining that they rejected your wife's app by mistake. ask around in immigration forums and you might even find some template for such letters

don't count on the customer service ppl from USCIS. they might be nice, but often time they don't know what they are talking about. besides, you need something writen and/or published to support your case
