I guess you might mistunderstand Pan Ge's intension. If I am not wrong, PanGe thinks China can avoid that the most overwhelming disaster started in 1966 and lasted for ten years if Xiao Mao could have taken over Mao's power.

Also, if Xiao Mao could be able in charge of China, China won't be neccessary to resemble current N. Korea. Setting aside of personal abilities, XiaoMao at least have more cards in hands than Xiao Jin.
