The Federal Reserve Board on Monday announced that it will begin to pay interest on depository institutions' required and excess reserve balances.
这里的depository institutions指的就是金融机构，并不包括财政部。也就是说，财政部是无偿借钱给联储用的——无息贷款，目的就是为了保证联邦基金利率(federal fund rate)不滑到0.
联储宣布给准备金付利息是同样的目的。因为这个利率设定的就是联邦基金利率，所以联储就可以随意的往市场注资而不必担心联邦基金利率下滑。其实这样做有点掩耳盗铃。因为这时候，银行之间已经没有动力进行相互拆借了，反正借给别的银行和存在联储得到的利息一样。
Congress in early October gave the Fed immediate authority to pay interest on bank reserves. That gave the U.S. central bank more power to flood markets with cash without driving its benchmark federal funds rate below target.
