其实这是一个高度模糊的概念。中国的民主是根据西方的德莫科莱西造出来的。
1. a form of government in which the supreme power is vested in the people an excercised directy by them or by their elected agents under a free electoral system.
2. a state of society characterized by formal equality of right and previleges
3. political or social equality
其实民主的最大含义还是平等的权利。也就是每个人的意志都能得到体现。从第一点来看，精英制度也可以说成是民主的。这就看精英集团的稳定程度，他们是不是人民在一个公正的环境下选出来的。如果是人民选出来的话，精英集团该是不稳定的。
