Without those "scholarships", how can multinationals survived in China and won all those mega-billion orders? Remember domestic firms are free to bribe in whatever the approach they like. American multinationals (or foreign multinationals listed in States) are constrained by the American 1977 Anti-Corruption law.
You have to wonder through the grey area in China.
