Neighbors usually tend to say things you would like to hear. Whoever you talked to usually have good relationship with you and naturally stands on your side, or at least pretends to do so. Not to say when they fit themselves in your shoes they all feel they didn't want to pay a penny.
In US, the best result is you pay a handyman $100 - 200 to fix the ceiling for your neighbor and apologize, if he/she is nice enough. The worst result is you pay the material, labor, motel, inconvenience, and maybe more.
