Mao did it by unify almost all the people by one goal. He successfully did it by using many methods which is hard to describe in details in a short paragraph. No one in Chinese history can change things so thoroughly as Mao did. Mao's culture revolution failed but he did changed Chinese culture. The reason is to call his methods 逆天 is that it is almost impossible to succeed in common sense.
