Each Party recognizes that an armed attack against either Party in the territories under the administration of Japan would be dangerous to its own peace and safety and declares that it would act to meet the common danger in accordance with its constitutional provisions and processes. Any such armed attack and all measures taken as a result thereof shall be immediately reported to the Security Council of the United Nations in accordance with the provisions of Article 51 of the Charter. Such measures shall be terminated when the Security Council has taken the measures necessary to restore and maintain international peace and security.
解读：
美国认为，以武力攻击日本行政管辖土地将带来针对美国的危险。美国将按照美国的宪法规定和宪法程序，对此做出反应。任何如此的武力攻击以及美国的相应反应都应该立即报告联合国安理会。美国的反应将在联合国采取必要手段以恢复并且保持国际和平和安全后停止。

所以，奥巴马今天（2014.04.24）在东京所说的，的确如他所言，是美国自60年代以来对日本的承诺。

问题在于，日本，不认为中国是一个大国。哦，联合国安理会的原则，大国一致，出现问题了。
那就是，有的以前的大国，不再是大国了。而有的大国，被另外的国家认为不是大国了。
这才是问题的实质。
