更不要说是“美国制造”了。
“美国组装”（Assembled in USA）要求：
For the "assembly" claim to be valid, the product's "last substantial transformation" also should have occurred in the U.S.A. A "screwdriver" assembly in the U.S. of foreign components into a final product at the end of the manufacturing process does not usually qualify for the "Assembled in USA" claim.
你举的例子就是典型的“screwdriver assembly”。
“美国制造”的要求：
(1) U.S. manufacturing costs constitute 75% of the manufacturing costs for the product; and (2) the product was last substantially transformed in the United States.
但其实达到“美国制造”的要求也没想象中的那么难。某美国电子公司的例子：其声称自家产品里的软件价值远远超过硬件价值。所以产品是在中国制造并测试合格，拆散寄过来，这边重新组装、安装软件并最后测试。最关键的是中国的测试所用软件和最后产品出厂的软件“不！一！样！”。这样的产品就是“美国制造”了。
