“法币”通常称为“Fiat Money”或者”Legal Tender“，通常由央行发行。但财政部发行的债券，金银币等等也是钱，通常称为“Lawful Money”。
理论上来说，后者比前者更”硬“。比如美国联邦储备法规定美国财政部有义务用”Lawful Money“收回联储券（也就是美元）。
Issuance of Federal Reserve notes; nature of obligation; where redeemable Federal reserve notes, to be issued at the discretion of the Board of Governors of the Federal Reserve System for the purpose of making advances to Federal reserve banks through the Federal reserve agents as hereinafter set forth and for no other purpose, are hereby authorized. The said notes shall be obligations of the United States and shall be receivable by all national and member banks and Federal reserve banks and for all taxes, customs, and other public dues. They shall be redeemed in lawful money on demand at the Treasury Department of the United States, in the city of Washington, District of Columbia, or at any Federal Reserve bank.
同时，根据《美国法典》第31卷第5112条：美国财政部允许铸造任何面值的白金硬币，具体面值完全由财政部部长“自由裁量”。
所以理论上美债危机只要美国财政部铸造若干面值1万亿的白金纪念币，然后卖给美联储就就可以解决了。
