are you talking about Tivo DVD recorder? or just any DVD recorder?
first two questions: yes.
As for HD, most likely no
DVD-r or DVD-rw depend on units. most can do RW
A lot chinese tvs & DVD players are multi-system, so no worry there. Just burn your DVD to no region then there won't be any region problem.
