It doesn't make sense for small companies especially startups to outsourcing. The overall cost is much higher than using local workforce, and most likely sacrifice TTM(Time To Market).
The environment in USA is still best for startups.
As to technology sector, a product has to success in USA first, then it can be pushed world wide.
This trend is unlikely to change in the near future.
As for a fully established company with mature product lines, our-sourcing will be a good way to cut cost.
