If my memory is right, after the establishment of USA, the earlier US presidents were all elected by US Congress, NOT Americans. Please ask Jing Di Wan Tian to double check it.
US president is quite weak for long time, esp., in the 19th century. Power started to shift to Washington when America established an integrated industrial economy in late 19th century.
Federal power dramatically shifted to the president during FDR years. There was a "constitutional revolution" under FDR--that's why many of his contemporaries perceived him as a political dictator.
