不是阿拉伯人说的。
最早应该是出自阿美尼亚（可能阿拉伯的说法来源于此）王子Haython的回忆录。
Haython回忆录的原书我找不到，但是找到两本引用他的书。一本就是出名的china illustrata，里面的引用是这样的：
...The men there are very wise and cunning, and therefore despise all other nations.
They claim to be the only people who see with both eyes, everyone else only seeing with one.
China illustrata, page 82
另外一本是A general description of China，应该是十九世纪的书，里面的translator preface，也提到了haython的回忆录。里面是这么引用的：
...The author adds, the people are cunning and sagacious; they look upon strangers with the greatest comtempt, and affirm, that they alone are endued with sight, while all other nations are blind.
总而言之，不是什么赞美的话，从引用的方式来看，应该是老祖宗给别人的一种自满的印象。要引用时小心点。
