My laptop failed to get to the internet, but the network connection seems good. I can ping outside IP addresses. By MS-DOS I got its ipconfig /all:

Firstly, delete your network adapter in Device Manager (Control Panel => System => Hardware => Device Manager). Then logoff or restart your laptop, the system will automatically found the "new" hardware (your network adapter), and install and configure it.
You may need a system CD or driver for network adapter.

家园 Suggestion I guess Notorn Antivirus or Firewall program changed your internet settings, so I suggest you chang your system time and restore your system to the date that Notorn Antivirus or Firewall program still function, then uninstall the Notorn Antivirus or Firewall program.
You should also check the website of Notorn Antivirus for help.
