说一下自己的经历，板桥水库的事情不是在出国后才知道的。上大学(90年代初，专业与水电类无关)时就听讲过，还看过一篇纪实文学一类的玩艺，成过卧谈会的主题。只记得那篇纪实文学批判的是官僚制度。对于死亡人数也在卧谈时批判过，不记得当时看到的数字了，只印象当年很愤青地认为政府肯定有隐瞒，有“真相”待发掘。今天才知道，当年卧谈的居然是当时的中国领导人认为的“国家机密”。
估计你只看到了 “only three days after China announced to declassify its natural disaster death tolls”这句话，所以想当然以为中国一直把自然灾害的死亡人数当国家秘密捂了几十年。如果真是这样的话，唐山地震的死亡人数哪来的？如果再耐心做一点search，你就会发现记者这句话不过是针对当时的一项修法而已。
