Not really. Good schools are always too expensive for poor family. For under graduate, good schools are always for rich kids, not for those from poor family. Even though the school would provide some opportunities to students to earn extra money, that won't cover the huge tuition fee.

For graduate students, that would be different, because their research work are sort of job. They are in fact cheapest labors in the academic research forces. Certainly the tuition fee could be waived.

There is no absolute fair or unfair in the real world. Since running a famous university requires much more money than running poor public schools, they have sufficient reasons to charge a lot from the students.
