Mass spec, antibodies can tell the difference very easily - within 30 minutes.
Butter composition can also easily be analysed by RP HPLC -also a 30 min experiment.
But unless someone is allegic to cow milk, I do not see why government should do this test, it is just a new way of wasting public resource.
